Plans for High-tech Swansea Building Recommended for Approval – Business News Wales

Plans for a groundbreaking Swansea city centre building that allows innovative tech and creative businesses to establish and grow could be given planning permission today.

A planning application for a glazed structure rising six storeys on the site of The Kingsway’s former Oceana nightclub is being recommended for approval.

More than 600 people could work there.

The plans, assisted by feedback in a public consultation last year and further feedback this year, feature two underground levels making use of the former building basement.

They show a roof terrace and balconies with green infrastructure including trees. This reflects Swansea Council’s commitment to green infrastructure. The building’s working title is 71 and 72 Kingsway.

The council wants to develop the striking creative hub, with public access. The scheme includes a new link from Oxford Street onto The Kingsway.

The building will be high-tech, eco-friendly and have flexible open-plan work spaces including the balconies overlooking the city centre.

The design of the building and the new landscaped pedestrian link will include measures to capture rainwater run-off. Some of this will be redirected to irrigate the green elements of the scheme; this will reduce water use.

Heat source pumps will be used and windows will open. These measures will help heat and cool the building, reducing energy costs.

Commenting on the findings, ONS Head of Housing Analysis Nigel Henretty said:

“This is the first significant improvement in housing affordability in England for ten years.

“While housing remained significantly more affordable in Wales than in England, the gap between the most affordable and least affordable local areas decreased for the first time in four years. This was driven mainly by decreasing house prices in the least affordable areas.”

Budget, Bugs & Business Rates – A Welsh Property Perspective…

Richard Murphy. Head of Cushman & Wakefield’s Cardiff Office responds to the Chancellor, Rishi Sunak’s 2020 Budget and what it means for Wales:

“It is hard at this time to look beyond the short-term COVID-19 issues. In that regard, the Chancellor’s “budget within a budget”, contained some positive reassurance to many of our clients running small businesses in Wales, which form the life blood of our economy.

This, coupled with some clarity on sick pay measures is helpful, coming off the back of the recent Bank of England announcements, will provide some immediate reassurance.

However, the unknown remains in relation to the severity of the impact and just how short is “short-term”. Turning to the core budget, the devil will be in the detail in terms of the true benefit to Wales but the mood music is positive:

  • £360 million additional funding to the Welsh Government
  • £27 billion for UK Roads and Motorways (including the pothole fund which will be welcomed in Wales)
  • £5 billion pledged to enhance broadband coverage across the UK

For the property sector in Wales:

  • 100% rates relief for qualifying small businesses, should help the private operator retail and leisure sector. However, the fundamental review and reform promised in the Autumn is now desperately needed
  • £12 billion of funding to deliver affordable homes – will be welcomed by both Local Authorities and the Housing Association sector
  • £1 billion Building Safety Fund to help unlock the current ‘who pays’ paralysis in dealing with unsafe cladding
  • £5.2 billion in Flood Defence funding will be welcomed if it flows through to the badly hit areas of Wales
  • The 2% Stamp Duty Surcharge for non-UK residents is unlikely to have a deep impact in Wales

In summary, a Conservative Budget that proposes to increase borrowing, provided it delivers medium-term structural benefits in the public realm, is likely to prove positive for the property sector in Wales. Welsh Government’s response will be of interest, particularly in relation to Roads and Motorways, given last years’ abandonment of the M4 relief road announcement and in any clarification provided on its own stance in regard to Business Rates Reform.”

SME Property Boom ‘on the Way’ as Firms Look to Expand – Business News Wales

Small and medium sized businesses are set to drive a commercial property boom in the next two years, according to a new study.

Research from by finance specialist Together shows nearly six out of ten SMEs (58 per cent) – nearly 3.4 million across the UK – say a boost in business is driving a need to move or extend their existing site for additional staff and equipment as well as space for storage.

Among firms with property plans, 30 per cent are looking to move to bigger premises while one in six (16 per cent) aim to extend their existing facilities. Another one in eight (12 per cent) will buy additional buildings or construct them from scratch.

However, some businesses fear their ambitions to expand could be hampered by a shortage of suitable property.

Andrew Charnley, head of corporate relationships at Together said:

“There is real evidence of a property boom getting underway as business owners finally feel assured enough to commit investment into a move or to extend where they are. It is great to see that SMEs are genuinely on the move now that business confidence is returning.

“However, finding the right property may be tough for some. Firms will need to make sure they can move quickly once they spot an opportunity, so it’s advisable to have clear plans in place first – including finances, lenders and lawyers – to enable them to push ahead with their growth ambitions.”
Nearly three out of four SMEs in London (73 per cent) and 71 per cent in the North East are planning to grow their premises over the next two years. SMEs in Wales (64 per cent) and the North West (63 per cent) are also focused on growth.

However, the survey revealed that about 29 per cent of SME bosses say there is a real estate stock shortage in their area, with the South West facing the biggest shortfall.

Around a third (35 per cent) of companies are worried about the costs of moving while 27 per cent are concerned about the potential disruption. Around a fifth (19 per cent) say they are nervous about the process of moving.

Finance is also a concern for business owners, with around 200,000 SMEs saying they are worried about lenders not understanding their business, while nearly 300,000 are concerned about the speed of decision making by banks.

Andrew added:

“There is a real opportunity for lenders and other advisers to provide support for SMEs to help them achieve their ambitions. The worry is that some lenders tend to ignore business track records when making decisions and adopt a ‘one size fits all’ approach.

“There are differences throughout the country and lenders should be adapting to local conditions. Yet the big banks seem to be concentrating on personal customers and that is creating opportunities for challenger banks and established finance specialists such as Together.”

Zero Carbon Neighbourhood to be built in Wales…

One of the world’s first net zero carbon neighbourhoods will be constructed in Wales after Neath Port Talbot council approved the development of 35 homes able to generate more clean energy than they use.

Development of the £8m project in Pontardawe in south Wales is expected to begin this spring. The residents of Parc Hadau will pay no energy bills because the development will use a mixture of renewable energy technologies to generate enough clean electricity to power its homes over the year.

Uncertainty Significantly Impacts Housing Market Activity in Wales in September

A reduction in the number of properties being made available for sale has significantly impacted activity in the housing market in Wales, according to the RICS (Royal Institution of Chartered Surveyors) Residential Market Survey.

Anecdotally, surveyors point to uncertainty around Brexit as the key factor in the reduction in ‘vendor instructions’ during September, which they say has caused a slowdown in the market in Wales as a whole.

A net balance of Welsh respondents to the survey (-16 percent) said that there were fewer properties coming onto the market last month. As a result, the number of newly agreed sales also fell, according to the net balance of respondents (-22 percent).

Overall, the picture in Wales appears better than for the UK as a whole, however. Surveyors in Wales report that average house prices are continuing to rise, albeit at a slower rate than in previous months. The net balance of respondents in Wales reporting rising prices in the September survey is +14 percent, compared to -3 percent for the UK and -36 percent in London.

Welsh surveyors also remain more optimistic about the short-term outlook than elsewhere. A net balance of +16 percent of Welsh surveyors expects prices to be higher in three-months’ time. A net balance of +13 percent expects sales activity to be higher in the same timeframe.

Both figures, whilst lower than in recent months, are significantly higher than the corresponding numbers for the UK.

Looking 12-months head, surveyors remain relatively upbeat regarding prices, with a net balance of +48 percent of Welsh respondents expecting prices to be higher in a year’s time. The net balance regarding sales activity in a year’s time is however flat.

RICS Residential Spokesperson for Wales, and Director of Kelvin Francis, Cardiff, Tony Filice FRICS, said:

“After a busy August, activity in September was relatively flat. First time buyer properties and traditional three-bedroom semis are most in demand and shortest in supply. Indeed, a general shortage of listings appears to a key factor in the lower levels of activity.”
Paul Lucas FRICS of R.K.Lucas & Son in Haverfordwest said:

“There is a shortage of residential dwellings available as vendors await the uncertainties of Brexit. Activity is therefore slowing significantly.”
In the lettings market, the September results show tenant demand increased, as a net balance of +13 percent of contributors in Wales cited a pick-up (non-seasonally adjusted figures), but landlord instructions remain in decline. Given the consistent imbalance between rising demand and falling supply, 38 percent of respondents expect to see rents rise higher over the next three months.

The main findings of the latest survey for Wales were as follows (all figures indicate the net balance of respondents):

The headline price balance was +14% in the latest survey, indicating that house prices rose.
The price expectations balance for the next three months was 16% suggesting that respondents expect prices to rise.
The sales expectations balance was also in positive territory, at +13%.
New buyer enquiries were broadly flat in September.
The balance for newly agreed sales was in negative territory at -22%, but this was off the back of a very strong August.
The number of new properties coming onto the market also fell, according to the net balance for new instructions (_16%)
A net balance of +48% of survey respondents expects house prices to rise in the next 12 months.
