If Cory Hill joining the Cardiff Blues was the worst-kept secret in Welsh rugby, then Nick Tompkins heading on loan to the Dragons was probably the second.

It was widely known that the breakthrough star of the Six Nations would be swapping life in London for a year at Rodney Parade while Saracens spend their weekends facing the likes of Jersey in the Championship.

Now, how much time Tompkins spends in a Dragons jersey during his time in Gwent remains to be seen. When rugby returns, there’s likely to be a fair bit of Test rugby to be played.

While that might not favour the Dragons in their use of Tompkins, for the man himself, it’ll be another chance to set out his stall on the international stage.

Self-Employment Support Scheme extended and furlough next steps confirmed
The UK Government have announced updates on the Self-Employment Support Scheme and the Coronavirus Job Retention Scheme.  Visit the Business Wales website for more details.

Economic Resilience Fund
The Welsh Government’s £500m Economic Resilience Fund (ERF) was established to plug the gaps in the support schemes already announced by the UK Government, including the Job Retention Scheme and the Self-Employed Income Support Scheme, which will guarantee 80% of people’s wages and income.

In its first week the £300m Economic Resilience Fund received almost 9,000 applications. As a result the Fund was paused to provide the Welsh Government with an opportunity to consider what further support businesses, charities and social enterprises need but the next phase will go live shortly.

The next £100m phase of the ERF has recently been announced with the eligibility criteria going live mid-June allowing businesses time to prepare before the fund opens to applications at the end of June. It’s important to note that Phase 2 will only commence when we have closed down the first phase which is why at this stage we can’t give a specific date.

In terms of eligibility, Phase 2 of the Fund will operate in the same way as Phase 1 but with an update to the micro scheme, which will enable limited companies who are not VAT registered to access the Fund, subject to meeting the wider eligibility criteria. Visit Business Wales for the latest information.

COVID-19 Consumer Sentiment Tracker
Visit Wales is collaborating with Visit Scotland and Visit England on this new consumer behaviour tracker.  It concentrates on Great Britain (GB) residents to assess their domestic holiday intentions for the remainder of 2020 and early 2021 and is being conducted weekly for three months. Results of the first wave of activity are available and covers:

Mood of the nation – a measure
Consumer confidence regarding taking a domestic short break/holiday and likelihood of when they will plan, book and take any break
Where in the UK that break may be, what type of accommodation they will use and how they plan to travel to the destination
What types of activity are they more or less likely to undertake at their destination of choice  
More detailed analysis for Wales will be available on a monthly basis.

Business Interruption Insurance

Test, Trace, Protect: guidance for employers
Test, Trace, Protect is the Welsh Government’s approach to testing and contact tracing which will help citizens of Wales to resume their normal lives gradually and safely.  Visit Business Wales  for more information.

Best Practice Guidance on working safely
We are consulting, via the Regional Tourism Fora, on best practice guidance for working safely in the visitor economy/tourism sector in Wales in preparation for any lifting of restrictions.  Any such lifting of restrictions will only happen in Wales when it is safe to do so and in line with the principles outlined in the Welsh Government roadmap to recovery Unlocking our society and economy: continuing the conversation.

Welsh Business Confidence Improves But Remains in the Red – Business News Wales

Business confidence in Wales increased 17 points during May to -35%, according to the latest Business Barometer from Lloyds Bank.

Overall confidence for firms in Wales increased 17 points in the past month to – 35%
Firms’ confidence in their own business prospects was -27%, compared with – 39% in April
More businesses re-opened their doors in May but more than a quarter (25%) still not trading
Companies in Wales reported higher confidence in their own business prospects month-on-month, albeit still a negative recording at -27%. When taken alongside their views of the economy, this gives a headline confidence reading of -35%. The Business Barometer questions 1,200 businesses monthly and provides early signals about UK economic trends both regionally and nationwide.

In an illustration of the impact COVID-19 is having on the region’s business, the majority of firms continued to see demand negatively affected during May, but with the picture improving slightly since April. Three quarters (76%) experienced a fall in demand for their products and services in May, down one point on the month before. Meanwhile, 7% experienced an increase in demand, up two points on April.

The number of firms in the region operating at less than 50% capacity decreased by a point to 27%. A quarter of firms (25%) weren’t operating at all, down from a third (34%) in April.

Of the 63% of businesses reporting disruption to their supply chain during May, more than a quarter (28%) expected the situation to improve within three months, while just 5% expected it would take more than 12 months to return to normal levels.

Amanda Dorel, regional director for Wales at Lloyds Bank Commercial Banking, said:

While Welsh firms are still firmly in the grip of the economic disruption caused by COVID-19, we can take positives from the green shoots of recovery seen in their confidence levels this month. Having seen record lows in April for the Welsh region, many businesses are beginning to open their doors again in some capacity.

We have supported businesses in every part of the country in recent weeks through emergency funding and will continue do so, with firms’ liquidity likely to be an important issue as the economy starts to open up again.

National overview

Across the UK, business confidence held steady month-on-month, dipping just one point to -33%. The North East and London both saw confidence rise compared to April, scoring the joint-highest confidence reading at -20%. The South West had the lowest confidence at -51%, compared to -35% the month before.

£100 Million Development Bank of Wales Coronavirus Loan Scheme is already fully subscribed too …

The Covid-19 Wales Business Loan Scheme is fully subscribed after more than 1,500 applications were received in just over one week.

The £100 million scheme was launched by the First Minister on Monday 30 March as part of the Welsh Government’s £500 million Economic Resilience Fund to support businesses in dealing with coronavirusoutbreak. The first loans were approved within three days of the fund launch, with the first loans reaching applicants by the end of last week.

The Development Bank, which manages the scheme, will be ensuring approved funds reach businesses as quickly as possible so support can get to those businesses facing unprecedented cashflow challenges as a result of Covid-19.

Welsh Government is now calling on the Chancellor to “respond and learn” from the success of the scheme and to provide additional funding to support businesses across Wales.

Economy, Transport and North Wales Minister, Ken Skates said:

“We fully understand that this is an incredibly difficult time for the business community.

“The Development Bank’s loan scheme has been absolutely crucial in helping businesses facing financial difficulties as a result of the coronavirusoutbreak.

“The level of demand in just over one week is clear proof that this was the right product at the right time. Whilst DBW would normally expect to complete around 400 investments over the course of a year, in little over a week they have received a staggering 1500 applications. I will be writing to the Chancellor calling on him to respond and learn from the success of the scheme and to release more funding so that we can launch a second phase of DBW support.

“It’s also absolutely vital that the UK Government put more pressure on providers of the Business Interruption Loan Scheme to get money out of the door and into the pockets of businesses. It is taking far too long to reach many firms and deliver exactly what’s needed in a time of financial crisis.

“As a Welsh Government, we will be announcing further details shortly on the £400m emergency pot from the Economic Resilience Fund with the aim of being open to applications next week.

  • “I’d like to thank the Development Bank of Wales. The entire team are doing all that they can, as quickly as they can to process the unprecedented volume of applications for funding. Whilst this loan scheme is fully subscribed, the Development Bank continues to offer a range of funding opportunities to the business community.”

The fund will support firms of all sizes, including social enterprises

First Minister Mark Drakeford has today announced a new £500m fund to provide extra support to the Welsh economy, businesses and charities experiencing a sharp drop in trading as a result of the coronavirus pandemic.

The Economic Resilience Fund aims to plug the gaps in the support schemes already announced by the UK Government, including the Job Retention Scheme and the Self-Employed Income Support Scheme, which will guarantee 80% of people’s wages and income.

The new £500m Welsh fund will support firms of all sizes, including social enterprises, with a focus on those which have not already benefited from the coronavirus grants already announced by the Welsh Government.

First Minister Mark Drakeford said:

“The pace at which the coronavirus pandemic is affecting our economy is extraordinary. Now, more than ever, government needs to do all it can to support the economy and business.

“The recent announcements by the UK Government provided some much-needed protection for many workers and their families in Wales. Only the UK Government has the macro-economic and fiscal levers to minimise the enormous damage this economic shut-down will do to the UK economy.

“But even with these interventions, there are elements of the economy, businesses and charities in Wales facing insolvency because fixed and operating costs – rent, residual salary costs, leasing charges for vital equipment and maintaining operations – cannot be met during this crisis.

“We made a commitment as a Welsh Government to fill the gaps and support the economy and businesses through this incredibly difficult time.

“This package of support provides further assurance to firms, charities and social enterprises that we will do just that – help them deal with the economic impact of the pandemic.”

The £500m fund is made up of two main elements:

  • A new £100m Development Bank of Wales fund will be available for companies experiencing cash flow problems as a result of the pandemic and will provide loans of between £5,000 and £250,000 at favourable interest rates.
  • Businesses will also be able to benefit from a £400m emergency pot providing:
  1.  Grants of £10,000 for micro-businesses employing up to nine people. This includes sole traders employing staff. Qualifying businesses will be able to apply by mid-April.
  2.  Grants of up to £100,000 for small and medium sized firms with between 10 and 249 employees. Qualifying businesses will be able to apply from next week.
  3. Support for larger Welsh companies, which are of critical social or economic importance to Wales. This element will be open to qualifying businesses within the next two weeks.

The £500m Economic Resilience Fund will support businesses forced to temporarily cease trading – to go into “hibernation” – or which need cash-flow support to adapt to a remote way of working.

The new fund builds on the £1.4bn business support package announced by the Welsh Government on March 18, which provides a year-long rate relief holiday for all but the largest premises in the retail, hospitality and leisure sectors and grant-support for more than 70,000 small businesses.

Ken Skates, Minister for the Economy, Transport and North Wales, said:

“This £500m package will provide further vital assistance to thousands of firms and third sector organisations, which normally rely on trading income.

“We have been very clear, we are here to support the economy and the business community. We stand with every business and worker. Together we will get through this exceptionally challenging period.”

Responding to the Welsh Government announcement on £500million Economic Resilience Fund, Ben Francis, FSB Wales Policy Chair, said:

“Many businesses will feel reassured by the grant funding announced by Welsh Government this afternoon. Welsh Government made a promise to go above and beyond the level of support offered in England, and they have.

“This increased grant funding will provide a safety net for those businesses who will not have benefitted from the initial round of grants, and demonstrates that Welsh Government has sought to fill those gaps. We were also pleased to see a particular focus on social enterprises, which until now had not been a large part of the conversation. This will help ensure that those businesses can make it through this disruptive time.

“The emphasis for the Economic Resilience Fund must now must be on delivery; ensuring that the detail of this fund is made available to those eligible for it, and making sure that the money gets out of the door as quickly as possible, so that it can start to have an impact on the ground.

“This is reassuring news for businesses, and for the Welsh economy. We must now turn our attention to how we can fill other gaps, including for those that are recently self-employed.

The Welsh Government has launched a 12-week consultation on future regional investment in Wales outside of the EU. The closing date is 22 May 2020.

The consultation covers a set of proposals for investing replacement funding from the UK Government to deliver inclusive growth across all parts of Wales, building on the evidence of what has worked well and lesson learned during 20 years of EU regional policy.

Developed with stakeholders across the public, private and third sectors, we are consulting on proposals that set out four priority investment areas (business productivity and competitiveness, reducing income inequalities for people, healthier and more sustainable communities and the zero-carbon economy) and decentralises funding and decision-making closer to the people they aim to benefit.

UK Parliament Inquiry on Wales and the Shared Prosperity Fund

The UK Parliament’s Welsh Affairs Committee is responsible for scrutinising the expenditure, administration and policies of the Wales Office, and the policies of the UK Government as whole that have an impact in Wales. The Committee has launched an inquiry into the UK Government’s proposed UK Shared Prosperity Fund. The deadline for submitting views and evidence is Tuesday 21 April 2020.

More details on the Coronavirus Business Interruption Loan Scheme (CBILS)…

Further details have emerged for the Coronavirus Business Interruption Loan Scheme (CBILS) which is designed to assist qualifying businesses during these unprecedented times.

The Scheme aims to support long-term viable businesses who may need to respond to cash-flow pressures by seeking additional finance.  The loan will be provided by the British Business Bank through participating providers during the Covid-19 outbreak.

Full details of the CBILS scheme can be found here – but the main criteria are:

  • Loan facilities of up to £5m
  • 80% of the lenders risk is covered
  • Repayment terms up to 6 years for term loans and asset finance, but overdraft and invoice facilities will be up to 3 years.
  • No upfront fees and interest is covered by Government for up to 12 months
  • Companies remain 100% liable for the debt repayments. Total unsecured lending of up to £250,000.
  • Application for loans from the scheme is administered by over 40 approved lenders including main banks, challenger banks and asset finance etc. Businesses need to apply directly to the lenders and present their case for the finance needed.

To be eligible for support in the Coronavirus Business Interruption Loan Scheme (CBILS), the small business must:

First it was advice, now it’s an order. Boris Johnson has issued a stark message to the country: “At this moment of national emergency… stay at home.” Speaking after the UK death toll reached 335, the prime minister introduced unprecedented restrictions on everyday life, meaning people must only leave their house for one of four reasons – to exercise once a day, to travel to and from work where “absolutely necessary”, to shop for essential items, and to fulfil any medical or care needs. 

 

Shops selling non-essential goods have been told to shut, along with libraries and children’s playgrounds, and gatherings in public of more than two people who do not live together will be prohibited. As the Financial Times puts it, the prime minister has been “forced to close Britain”. While there’s widespread support for the measures, there’s also a feeling that, as the i puts it, the prime minister has dragged his heels. The Guardian says he significantly “escalated his language” after days of being accused of “sending mixed messages about what the public should do”. Primark to close all 189 UK Stores including all stores in Wales – WelshBiz

Retail Giant Primark is to close all 189 of their UK stores in response to coronavirus.

The major high street retailer will close all its shops due to the Covid-19 outbreak in a move affecting some 37,000 people.

The Primark store on Cardiff’s Queens Street, as well as all 189 UK stores will close with immediate effect due to the coronavirus.

The announcement by Primark, which has branches across Wales, will affect 37,000 people.

A Primark spokesman said;

“Our main priority is the health and wellbeing of our employees,”

“Primark has committed to supporting all employees who are directly affected by store closures, with full pay for their contracted hours for 14 days, after which the situation will be reviewed.

“Primark will continue to closely monitor the situation, following WHO advice as well as local and national government guidance.”
