Senedd roundup: Minister reveals virus testing plans as schools reopen – Nation.Cymru

Health Minister Vaughan Gething has revealed the government is undertaking a programme of antibody testing of school staff who have been working in hub schools during the coronavirus pandemic.

The government has also made plans for the rapid deployment of antigen testing if there are any outbreaks of Covid-19 in schools or if schools have failed to follow the government guidelines for infection prevention measures.

Schools in Wales have been closed to most pupils since the start of the coronavirus outbreak in March but are due to reopen on Monday.

Around 6,000 pupils, the children of key workers and those deemed vulnerable, have attended hub schools across Wales since the shutdown and residential and special schools have continued operating.

Mobile Testing Units could be deployed if required and plans have been made to establish temporary testing facilities and drop off and collection routes if needed.

In a written statement Mr Gething revealed testing is being rolled out to at least 10% of schools staff who have worked in hub schools during the pandemic.

Over 9000 people will be tested under the programme and the government is hoping the results will assist in understanding the spread of the virus amongst school staff.

In the statement Mr Gething wrote that antibody testing will be repeated following the end of term with an additional sample group consisting of the broader school community.

Retesting of the original group will also take place to provide information about both the duration of the infection for individuals that previously tested positive and the rate of the spread of Covid-19 in individuals that previously tested negative.

Official figures up to May 31 report that a total of 24 education workers have tested positive for the virus out of the 440 tests carried out.

Five more deaths from coronavirus have been reported by Public Health Wales.  The total  number of deaths now stands at 1,502.

There were 46 new cases reported over the last 24 hours taking the overall total for confirmed infections in Wales to 15,577. Yesterday 3,246 tests for the virus were carried out.

Welsh Business News – Start-up grants for new businesses from £5m Welsh Government pot | #WelshBiz #WelshBizNews

A START-UP grant to support new businesses dealing with the severe impact of the coronavirus has been announced by First Minister Mark Drakeford.

The fund will be worth £5m initially, with flexibility for the future. It will support start-up firms, which fall outside the UK Government’s Self Employment Income Support Scheme (SEISS) as they only began trading in 2019.

Applications for this grant will open on Monday (June 29), at the same time as phase two of the Economic Resilience Fund opens to applications.

Mr Drakeford said that the announcement “will help to support new businesses in Wales which are currently falling through the gaps of existing financial assistance schemes.”

He added: “A number of people who have started a business in the last year don’t qualify for support from the UK Government’s Self Employment Income Support Scheme and it remains unclear if it will take steps to ensure they will change the criteria to help this group of people.

“This is why we have acted and set up a start-up grant. This has come from our work with Welsh Local Government Association and local authorities to look at what more support the business community needs at this time.”

The new start-up grant will support up to 2,000 businesses in Wales, with £2,500 each. This will provide crucial funding to people who established their businesses between 1 April 2019 and 1 March 2020, helping them to continue trading through the pandemic.

The Welsh Government is providing £1.7bn to support businesses in Wales, making it the most generous and comprehensive package of assistance in the UK.

Self-Employment Support Scheme extended and furlough next steps confirmed
The UK Government have announced updates on the Self-Employment Support Scheme and the Coronavirus Job Retention Scheme.  Visit the Business Wales website for more details.

Economic Resilience Fund
The Welsh Government’s £500m Economic Resilience Fund (ERF) was established to plug the gaps in the support schemes already announced by the UK Government, including the Job Retention Scheme and the Self-Employed Income Support Scheme, which will guarantee 80% of people’s wages and income.

In its first week the £300m Economic Resilience Fund received almost 9,000 applications. As a result the Fund was paused to provide the Welsh Government with an opportunity to consider what further support businesses, charities and social enterprises need but the next phase will go live shortly.

The next £100m phase of the ERF has recently been announced with the eligibility criteria going live mid-June allowing businesses time to prepare before the fund opens to applications at the end of June. It’s important to note that Phase 2 will only commence when we have closed down the first phase which is why at this stage we can’t give a specific date.

In terms of eligibility, Phase 2 of the Fund will operate in the same way as Phase 1 but with an update to the micro scheme, which will enable limited companies who are not VAT registered to access the Fund, subject to meeting the wider eligibility criteria. Visit Business Wales for the latest information.

COVID-19 Consumer Sentiment Tracker
Visit Wales is collaborating with Visit Scotland and Visit England on this new consumer behaviour tracker.  It concentrates on Great Britain (GB) residents to assess their domestic holiday intentions for the remainder of 2020 and early 2021 and is being conducted weekly for three months. Results of the first wave of activity are available and covers:

Mood of the nation – a measure
Consumer confidence regarding taking a domestic short break/holiday and likelihood of when they will plan, book and take any break
Where in the UK that break may be, what type of accommodation they will use and how they plan to travel to the destination
What types of activity are they more or less likely to undertake at their destination of choice  
More detailed analysis for Wales will be available on a monthly basis.

Business Interruption Insurance
The Financial Conduct Authority (FCA) has issued an update on its legal action regarding business interruption insurance. Read the FCA press release here.

Test, Trace, Protect: guidance for employers
Test, Trace, Protect is the Welsh Government’s approach to testing and contact tracing which will help citizens of Wales to resume their normal lives gradually and safely.  Visit Business Wales  for more information.

Best Practice Guidance on working safely
We are consulting, via the Regional Tourism Fora, on best practice guidance for working safely in the visitor economy/tourism sector in Wales in preparation for any lifting of restrictions.  Any such lifting of restrictions will only happen in Wales when it is safe to do so and in line with the principles outlined in the Welsh Government roadmap to recovery Unlocking our society and economy: continuing the conversation.

Welsh Business Confidence Improves But Remains in the Red – Business News Wales

Business confidence in Wales increased 17 points during May to -35%, according to the latest Business Barometer from Lloyds Bank.

Overall confidence for firms in Wales increased 17 points in the past month to – 35%
Firms’ confidence in their own business prospects was -27%, compared with – 39% in April
More businesses re-opened their doors in May but more than a quarter (25%) still not trading
Companies in Wales reported higher confidence in their own business prospects month-on-month, albeit still a negative recording at -27%. When taken alongside their views of the economy, this gives a headline confidence reading of -35%. The Business Barometer questions 1,200 businesses monthly and provides early signals about UK economic trends both regionally and nationwide.

In an illustration of the impact COVID-19 is having on the region’s business, the majority of firms continued to see demand negatively affected during May, but with the picture improving slightly since April. Three quarters (76%) experienced a fall in demand for their products and services in May, down one point on the month before. Meanwhile, 7% experienced an increase in demand, up two points on April.

The number of firms in the region operating at less than 50% capacity decreased by a point to 27%. A quarter of firms (25%) weren’t operating at all, down from a third (34%) in April.

Of the 63% of businesses reporting disruption to their supply chain during May, more than a quarter (28%) expected the situation to improve within three months, while just 5% expected it would take more than 12 months to return to normal levels.

Amanda Dorel, regional director for Wales at Lloyds Bank Commercial Banking, said:

While Welsh firms are still firmly in the grip of the economic disruption caused by COVID-19, we can take positives from the green shoots of recovery seen in their confidence levels this month. Having seen record lows in April for the Welsh region, many businesses are beginning to open their doors again in some capacity.

We have supported businesses in every part of the country in recent weeks through emergency funding and will continue do so, with firms’ liquidity likely to be an important issue as the economy starts to open up again.

National overview

Across the UK, business confidence held steady month-on-month, dipping just one point to -33%. The North East and London both saw confidence rise compared to April, scoring the joint-highest confidence reading at -20%. The South West had the lowest confidence at -51%, compared to -35% the month before.

Royal Mint changed Tac and making Covid-19 Visors for NHS – Positive Coronavirus News #PositiveCoronavirusNews


Credit: Royal MintThe Royal Mint has begun mass manufacturing medical visors to protect frontline NHS staff from coronavirus.

Based in Llantrisant, engineers at The Royal Mint developed a medically approved visor design which they can produce thousands of each day. 

The first batch of visors are already in use at The Royal Glamorgan Hospital in south Wales. 

Health care workers have expressed concern over the amount of PPEavailable to them, despite Welsh Government reassurance that there is enough to go around. 

The Royal Mint, usually known for making money and coins, are turning their focus to helping protect people against COVID-19 by making valuable personal protective equipment (PPE).

Engineers at the site found a basic design for medical visors online. They then adapted and developed their own prototype, which was approved for medical use within 48 hours.

The design will also soon be released online, enabling other companies to manufacture even more.

The Royal Mint say they can produce thousands of masks every day, subject to getting enough of the raw components.

The masks are made with a type of 1mm clear plastic which is currently in low supply. They are appealing to manufacturers across the UK to help them source the material that forms the potentially life-saving protective equipment.

Cwm Taf Morgannwg University Health Board will receive the visors initially, with some already in use at The Royal Glamorgan Hospital.

Leighton John, Director of Operations for The Royal Mint said: “My sister works for the NHS and it really focuses your mind on the challenges they are facing, and the opportunity we have to support them.

“On Wednesday at 9am we knew nothing about medical visors, but we set our engineers the task of developing essential medical equipment which could be easily made on site – within seven hours they’d created a medical visor, and within 48 hours it was approved for mass manufacture. We’ll shortly post the specifications on our website to enable other firms to make them too.

“We are now developing the production line, and urgently calling for help to source 1.0mm PET clear plastic which is in low supply across the UK. We believe firms will have this in stock, and we’d urge them to get in touch with us so we can continue to support our NHS.”

Some health care workers are worried about access to protective equipment like masks. One GP based in Bangor told ITV Cymru Wales that she and her colleagues feel “forced to make decisions” based on the “availability of PPE” and not based on “clinical judgement”.

On Wednesday 25, the Welsh Government announced that they would be making more PPE available to health and social care staff.

The Welsh Government has launched a 12-week consultation on future regional investment in Wales outside of the EU. The closing date is 22 May 2020.

UK Parliament Inquiry on Wales and the Shared Prosperity Fund

The UK Parliament’s Welsh Affairs Committee is responsible for scrutinising the expenditure, administration and policies of the Wales Office, and the policies of the UK Government as whole that have an impact in Wales. More details on the Coronavirus Business Interruption Loan Scheme (CBILS)…

Further details have emerged for the Coronavirus Business Interruption Loan Scheme (CBILS) which is designed to assist qualifying businesses during these unprecedented times.

The Scheme aims to support long-term viable businesses who may need to respond to cash-flow pressures by seeking additional finance.  The loan will be provided by the British Business Bank through participating providers during the Covid-19 outbreak.

Full details of the CBILS scheme can be found here – but the main criteria are:

  • Loan facilities of up to £5m
  • 80% of the lenders risk is covered
  • Repayment terms up to 6 years for term loans and asset finance, but overdraft and invoice facilities will be up to 3 years.
  • No upfront fees and interest is covered by Government for up to 12 months
  • Companies remain 100% liable for the debt repayments. Total unsecured lending of up to £250,000.
  • Application for loans from the scheme is administered by over 40 approved lenders including main banks, challenger banks and asset finance etc. Businesses need to apply directly to the lenders and present their case for the finance needed.

To be eligible for support in the Coronavirus Business Interruption Loan Scheme (CBILS), the small business must:

  • Be a UK-based SME
  • Operate within an eligible sector
  • Comply with relevant state aid rules
  • Have a sound borrowing proposal but insufficient security to meet the lender’s requirements
